The interesting thing about the story of Joseph and his brothers is that it turns out not to be about Joseph at all. In fact, it is his brothers that turn out to be the focus of the story at the end.

Looking at it from the perspective of parallelism, it is true that the promises are first given to Joseph. But in the end it is not Joseph who needs to experience repentence. Instead it is his brothers who need to face the guilt of their own actions. Once this is accomplished, they experience repentence. When Jacob overhears them telling each other that God is punishing them for what they did to Jacob it is too much. Jacob breaks down and reveals himself to them, seeing that their hearts have truly been changed.
